What is the Transformation to trajectory-based operations Call?

Grant Description
This call supports research and innovation actions to develop and integrate advanced trajectory based operations for air traffic management, including improvements to flight and flow information for a collaborative environment, network trajectory synchronization, integrated flight management and trajectory optimisation, and dynamic route availability documents, aiming to enhance efficiency, capacity and interoperability of airborne and ground systems.
Required Results for Successful Funding

Expected Outcomes

• Significant advancement of IR-1-02: enhanced FF-ICE services including pre-departure enhancements and FF-ICE/R2 precursor capabilities for UDT updates and continuous trajectory optimization.

• Significant advancement of IR-1-03: advanced network trajectory synchronization in execution, including real-time ANSP-triggered NM impact assessment and integrated NM-ANSP validations.

• Significant advancement of IR-1-04: full integration of FMS, EFB and FOC functionalities for trajectory optimization, seamless SWIM-based data exchange, FMS-twin services, cockpit clearance amendment support and airborne A/G FF-ICE/R2 negotiations.

• Significant advancement of IR-1-05: evolution of RAD toward a RAD-by-exception paradigm, with dynamic waiver of RAD/LoA constraints throughout all phases, PFP automation support, and a digital repository of LoAs embedded in NM systems.

• Overall: demonstrable improvements in flight efficiency, network throughput and trajectory predictability through advanced airborne and ground system capabilities and collaborative processes.
Funded areas

Scope Requirements

– Proposals must demonstrate clear contribution to one or more of IR-1-02 through IR-1-05 and align fully with the European ATM Master Plan and SESAR 3 priorities.
– Projects shall advance both airborne systems (FMS, EFB) and ground systems (FOC/WOC, ATS, NM).
– Proposals may include additional R&I beyond listed elements if justified by impact on expected outcomes.
– All technical solutions must plan integrated validation activities with related Work Areas (WA 1 for NM, WA 3 for ANSPs, WA 1/WA 3 for prototypes) and include high-fidelity airborne trials or simulators where trajectory revisions require 2D route changes.
– Projects must allocate resources to international coordination, notably ICAO ATMRPP engagement, and produce a human-machine teaming annex for the SESAR TBO ConOps.
– Consortia addressing the FOC/EFB/FMS/ATC integration element must include or demonstrate capability equivalent to established FOC, ATS and FMS system manufacturers for prototype development at required maturity levels.
– Maximum project duration 36 months.
Additional Conditions for Applicants

Special Conditions

– Funding rate: 70% lump sum.
– Lump sum MGA [HORIZON-AG-LS] applies; beneficiaries submit budget as lump sums per work package.
– Projects are subject to Horizon Europe General Annexes:

• Protection of European communication networks restrictions.

• Admissibility, eligibility, exclusion and financial capacity per General Annexes.
– Dissemination obligations: royalty-free, timely sharing of relevant results with other grants under the same call; exploitation obligations: release relevant results under fair, reasonable non-discriminatory conditions, with non-exclusive royalty-free licences for standardisation and mutual access for linked actions (HORIZON-SESAR-2022-DES-IR-01, ‑ER-01).
– Evaluation criteria weighting: Excellence 40%, Impact 40%, Implementation 20%.
– Collaboration agreement required with related linked actions.
– Gender dimension is recommended but not mandatory.
– Proposals must plan adequate resources for international coordination activities (e.g., ICAO ATMRPP).
