Required Results for Successful Funding

Expected Outcomes

- Enhanced performance and efficiency of HPC/AI applications via expert support (performance assessments, optimization, POCs, correctness-checking, energy-efficiency studies, advisory services)
• Stronger integration of tool development with user and developer needs through feedback loops for profiling, debugging and performance-tuning, with quantified benefits for multiple application communities
• Improved interoperability across the computing continuum (HPC, cloud, AI), addressing security, data privacy, resilience, fault tolerance and prioritising energy-efficient software optimisation for sustainability
• Increased knowledge transfer and skills development via structured training (workshops, tutorials, webinars) on HPC performance optimisation, AI-enhanced applications and hybrid workflows, ensuring broad European access
• Stronger coordination and collaboration across the European HPC ecosystem, with Transversal CoEs serving as enablers of best practice exchange and synergies among academia, industry and research institutions
• Uptake of innovative tools, technologies and processes by HPC application developers supporting code modernisation, portability, malleability concepts and faster R&D cycles through rapid testing and delivery
• Broader dissemination and harmonisation of state-of-the-art HPC software development tools, technologies, best practices, performance standards and metrics across the European HPC ecosystem
Funded areas

Scope Requirements

- Build upon and complement HORIZON-EUROHPC-JU-2023-COE-03-01 and COE-01-01, and associate where relevant with HORIZON-JU-EUROHPC-2026-COE-LH-01-01 & ‑01-03
• Address one specific, well-defined and coherent transversal technical area supporting HPC application development (e.g., application profiling & performance optimization; deployment & delivery; portability; co-design with vendors/architects; automated testing, validation, integration & delivery; code adaptation to the computing continuum; data interoperability & standardization; resilience & fault tolerance; security & data privacy; heterogeneous energy-efficient computing & scalability)
• Pool European expertise and resources to provide technical assistance and services to HPC application developers
• Contribute substantially to the EuroHPC training portfolio in close collaboration with AI Factories, EuroHPC Academy and existing training activities
• Establish strong links with other EuroHPC Applications & Technologies pillar initiatives (Community CoEs, energy-efficient computing technologies, microprocessor & system software, middleware solutions, common standards & metrics)
• Coordinate across EuroHPC JU calls, bridging application developers, HPC software engineers, domain-specific Community CoEs and Lighthouse Code developers
• Form consortia with a balanced composition of HPC specialists and domain experts; strongly encourage private sector participation
• Allocate at least 12 person-months of resources for collaboration tasks with other grants under this call (deviations allowed if justified)
Additional Conditions for Applicants

Special Conditions

- Proposal page limit: 70 pages; layout per Annex A/E of Horizon Europe General Annexes and Part B of the Application Form
• Eligibility limited to legal entities in EU Member States or Associated Countries (see Annex B); specific provisions for non-associated third countries
• Participation must safeguard EU’s strategic assets, autonomy and security; actions may involve sensitive HPC applications (exascale performance, emergency forecasting) requiring cyber-security measures and avoidance of non-EU dependencies
• Open science obligations: coordinated provision of software, algorithms and relevant usage information without undue delay to the wider European HPC community
• Mandatory deliverables: data management plan (start, mid-term, end), communication plan (6 months), dissemination & exploitation plan (6 months, end)
• Additional dissemination obligation: coordinate training activities with linked grants and relevant CSAs
• EU funding rate capped at 50% of eligible costs (exception to General Annex G)
• Compliance with EuroHPC JU Decision No 19/2025, use of specific application/evaluation forms (HE RIA, IA), model grant agreement adaptations
• Adhere to financial & operational capacity and exclusion criteria (Annex C), award criteria, scoring and thresholds (Annex D), evaluation process (Annex F)
• Follow EU Financial Regulation 2024/2509, Rules for Legal Entity Validation, LEAR appointment, financial capacity assessment
