Expected Outcomes

Projects are expected to deliver:
• Advanced, market-catalysing advisory and support services that accelerate uptake of security innovations across the EU;
• A self-sustained mechanism offering continuous, high-quality advanced services to the security community;
• Enhanced cooperation between research institutions, smaller private research agencies, security practitioners, start-ups and SMEs, fostering a stronger security innovation ecosystem;
• Improved technology transfer from research to market, enabling SMEs and start-ups to access security markets;
• Strengthened capacity of security practitioners to select, validate and deploy innovative security tools and solutions.
Funded areas

Scope Requirements

Proposals must:
• Demonstrate proven track record in security technology development, innovation uptake and deep knowledge of the civil security ecosystem;
• Include a consortium with at least two Research and Technology Organisations (RTOs);
• Ensure services address both supply-oriented (open community resources) and demand-oriented (tailored, on-request) needs of SMEs, start-ups and practitioners without duplicating activities funded elsewhere;
• Outline clear, transparent, non-discriminatory, effectiveness-focused criteria and processes for selecting service recipients, including deliverable for EC approval;
• Guarantee representativeness of communities of interest (geographical, sectoral and skills coverage across security operations, technology, R&I, industry and market);
• Build upon and network with existing EU security innovation uptake initiatives (e.g., H2020 Secure Societies practitioner networks, iProcureNet, Multirate, Horizon Booster, EACTDA, EAFIP);
• Present options for service sustainability and a structural scheme beyond the 5-year project duration;
• Address integration of the gender dimension (sex and gender analysis) where relevant;
• Optionally propose a mechanism for financial support to third parties (prizes/grants up to EUR 60 000).
Additional Conditions for Applicants

Special Conditions

• Proposals must justify how each beneficiary meets additional eligibility conditions and complete the “Information about security practitioners” annex using the provided template;
• At least two RTOs must participate as beneficiaries;
• On-demand services must not duplicate activities funded by other EU actions to avoid double funding;
• Financial support to third parties is optional and must follow MGA rules (max EUR 60 000 per third party, prizes/grants only);
• The methodology for selecting organisations to support must be submitted as a deliverable and approved by the European Commission;
• Projects must coordinate with and adapt outputs from specified previous initiatives;
• Maximum project duration: 5 years;
• Submission via single-stage electronic process by 12 November 2025, 17:00 Brussels time;
• Standard Horizon Europe CSA financial, operational capacity, exclusion and evaluation conditions apply, as per General Annexes and Programme Guide.
