• Successful funding of high-quality bilateral research collaborations between Dutch researchers and peers in Germany, Luxembourg or Flanders

• Strengthened integration of the Dutch research community into international networks and enhanced visibility of Dutch science

• Delivery of research outputs (publications, conference presentations, datasets) in the Science domain fields: earth sciences, biology, computer science, life sciences, physics, chemistry, astronomy/astrophysics, mathematics

Funded areas

Scope Requirements

• Applicants: Full, associate or assistant professors (or equivalent) holding a tenured position or tenure-track agreement at an eligible Dutch research organisation; also eligible are researchers on one- or two-year contracts with a firm commitment to a permanent position thereafter

• Limits: Maximum of one Dutch applicant per proposal; each applicant may submit only one ENW-M (including Weave) proposal for substantive consideration per 12-month period

• Budget: Up to €400,000 for Dutch project costs; funds may include one postdoctoral position (PhD funding excluded in DFG Weave); all budget items must be essential to project execution; the “Money follows Cooperation” module is not available

• Scientific scope: Projects must fit within NWO’s Science domain and be submitted to one of the designated review boards (DFG), research areas (FNR) or expert panels (FWO)

• Dual compliance: Proposals must meet both the foreign agency’s instrument conditions and the Open Competition ENW-M 2025/2026 (Annex 7.4) requirements for the Dutch part

• Submission windows:
– DFG-led: proposals may be submitted any time between 7 August 2025 and 31 July 2026; NWO submission within five working days at 14:00 CEST
– FNR-led: deadline expected April 2026; NWO submission within five working days at 14:00 CEST
– FWO-led: 1 April 2026, 17:00 CEST; NWO submission within five working days at 14:00 CEST

Special Conditions

• NWO acts solely as partner agency: the foreign lead agency conducts scientific peer review and advises on ranking; NWO’s Science Board issues the final decision on the Dutch component

• To qualify for funding, proposals must rank in the top 20% in the foreign agency’s assessment

• A joint positive decision by both the foreign lead agency and NWO is required for award; if the lead agency rejects, NWO will also reject

• Administrative materials (budget tables, partner forms, checklists, appointment statements) must be completed in ISAAC, and an account should be created at least one workday before submission

• When the Dutch applicant serves as lead, a separate ENW-M-1-Weave call (lead agency NWO) applies

• Responsible research data management: a data management plan must be prepared after award and before project initiation
