Grant Description
Identify a consortium of EFSA Article 36 organizations to develop standardized broiler welfare data collection protocols, perform field data collection on broiler welfare, and establish a dataset of animal-based, resource-based and management-based measures to inform future risk assessments.
Required Results for Successful Funding

Expected Outcomes

- A fully validated set of harmonized, standardized broiler welfare data collection protocols suitable for use across all Member States.
• Completion of multi-site field data collection on broiler welfare, generating robust, comparable Animal-Based, Resource-Based and Management-Based Measures.
• A consolidated, quality-assured dataset ready for integration into EFSA’s future poultry welfare risk assessments.
• Analytical reports summarizing key welfare indicators, identified risk factors, and recommendations for risk assessors.
• Dissemination materials (protocol manuals, data guidelines, project reports) to support further research and policy development in broiler welfare assessment.
Funded areas

Scope Requirements

- Eligible applicants: only organizations officially designated as EFSA Art. 36 competent organizations by Member States, in accordance with EC Regulation 178/2002 and Commission Regulation 2230/2004 (see section 2.2 of the call document).
• Eligible countries: those whose competent organizations appear on the Authority’s Management Board list (no other entities may apply).
• Consortium composition: at least one designated EFSA Art. 36 organization; additional partners must also meet the eligibility criteria of section 2.2.
• Admissibility conditions: proposals must respect the page limit, layout and language requirements set out in section 2.1 (admissibility) of the call document.
• Financial and operational capacity: each applicant must demonstrate capacity as per section 2.4 (financial statements, staff expertise, infrastructure).
• Submission modality: single-stage electronic submission via the Funding & Tenders Portal under the EUBA type of action and the EUBA model grant agreement; correct entry point must be confirmed before submission.
• Deadline: 26 November 2025 at 17:00 Brussels time; late submissions will be rejected.

Special Conditions

- Restriction to EFSA Art. 36 competent organizations only; no other entities may participate or lead.
• Use of the latest call documents, including corrigendum 1 (published 9 July 2025) and clarifications (published 7 and 14 July 2025).
• Proposals will be evaluated against the Award Criteria, Scoring and Thresholds specified in sections 2.5 and 5 of the call document.
• Legal and financial provisions follow section 1.5 of the call document and the Draft Grant Agreement (Annex 1) as amended by the corrigendum.
• All participants must comply with EU Financial Regulation 2024/2509 and the Funding & Tenders Portal Terms and Conditions.
• Indicative procedure timetable (evaluation, grant agreement preparation) per page 2 of the call document.
